Basic Function To conduct research, evaluation and data analysis of offense data; to perform process and outcome evaluations of special programs; to maintain databases; to analyze current data collection systems and procedures and recommend changes to promote efficiencies; to prepare written reports and recommendations based on studies and analysis; prepare reports and recommendations to management and the County Attorney based on findings; and to perform related duties as assigned. The current vacancy is in the Juvenile Division of the Office of the Ramsey County Attorney. In addition to the duties listed below, the position will involve gathering, reviewing and summarizing information to assist the Juvenile Division staff and others in creating and preparing documents for use in court and\/or public presentations. It will also involve working with community members, victims, witnesses and other systems partners. Examples of Work Performed Download electronic files from computer environment. Analyze data using database or statistical programs. Transfer electronic files between computer environments and manipulate data. Implement research studies, create data files, and use statistical programs to analyze the data. Analyze and interpret evaluation and research study data and information as needed and requested. Implement evaluation or research studies to answer management inquiries regarding program effectiveness. Design evaluations to gather feedback, statistics, trends from stakeholders and others regarding outcomes in delivery of services, implement strategies to monitor compliance with contract terms. Implement plans for new or revised systems or solutions by planning, scheduling, and coordinating related activities, which may include managing system access and backup to line of business applications. Prepare research reports of findings and recommendations including statistical analyses and graphics as needed and requested. Perform various searches and gather statistical data to identify current research or issues in a particular content area. Maintain and\/or create statistical and investigative mapping for use with other staff, the community, or as needed and requested. (The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.) ESSENTIAL FUNCTIONS : 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 Minimum Qualifications Education: Bachelor's Degree in a behavioral science field including but not limited to, criminal justice, public policy, mathematics, economics, management information systems, statistics or related fields. Experience: Two years of experience in research and evaluation studies of criminal\/juvenile justice and\/or social service programs. Substitution: A Master's Degree in Criminal Justice, Public Policy or Administration (or an equivalent field) may substitute for the education and experience requirement. An additional degree or certificate in Intelligence and Crime Analysis from a post-secondary school or recognized association may substitute for one year of the experience requirement. \u00a0 Exam\/Screening Process Information The examination process will consist of the following sections weighted as indicated: Training and Experience Rating..........30% Oral Examination..................................70% Examination\/Screening Process: The examination for will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. The rating on this supplemental questionnaire will\u00a0depend on the\u00a0answers provided.\u00a0A candidate must pass the training and experience rating in order to be advanced in the process to the oral examination. Eligible List: The names of all applicants who pass the examination\/screening process and file a properly completed application shall be placed on the eligible list for employment as an Assistant Program Evaluator. This list will be certified to the\u00a0appointing authority which may use this list to conduct interviews to fill\u00a0a vacancy. Candidates\u00a0will remain on the list for\u00a0three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. Veteran's Preference:\u00a0This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
