: Develops, implements, directs and supervises a comprehensive fire prevention, fire investigation and public relations program that serves, protects, and informs the citizens of Odessa. Responsible for the investigations of all property loss and/or life loss fires. Conducts fire safety inspections as necessary on commercial occupancies and public occupancies to prevent loss of life and property by fire. Works closely with other city departments during pre-development of property.
Scope of Responsibility
: Supervises the Assistant Fire Marshal and Fire Inspectors and all division activities. Assists other division chiefs in matters of budget, policy, and personnel administration. Assists in preparation of division budget.

Directs the enforcement of local, state and federal laws, ordinances and regulations pertinent to fire safety, fire prevention, and fire investigation. Inspects major buildings to detect fire and life safety hazards and enforces applicable local, state and federal laws.
Reviews plans, blueprints, and fire prevention permit applications to assure that such new construction conforms with local, state and federal rules and regulations.
Reviews are conducted with regard to new occupancies, fire suppression systems, fire alarms, underground and above ground storage sytems and hazardous materials operations.
Prepares, directs and or reviews division reports and supervises recording and storage of such reports.
Serves as liaison between division and public to recommend methods of abatement of hazardous conditions and violations of local, state and federal laws.
Issues summons for fire safety violations not corrected and conducts subsequent inspections to enforce code when owners/managers refuse to cooperate.
Subject to off-duty call back for major incidents, fire department accidents, and Emergency Operations Center duties.
Prepares monthly, quarterly and annual reports concerning division activities as necessary.
Plans, directs and participates in the presentation of fire prevention and fire safety lectures and seminars to local and state civic groups, public and private schools, law enforcement agencies and fire departments.
May present state certification courses to local and area fire and/or law enforcement agencies.
Directs and or investigates all commercial fires, major fires, suspicious or arson fires, major explosions and fires that cause any injury or death.
Directs, prepares and or reviews all case reports represented for prosecution. Serves as liaison between division and lawyers and assists legal represenative in prosecution of arson or civil cases. Trains, supervises subordinates and assists Fire Chief in hiring and discipline subordinates.
Prepares, conducts and or supervises news releases and statements concerning fires and seasonal fire safety information.
Directs and supervises the purchase of materials for the division. Maintains records on division personnel in areas of training, sick leave, injury leave, vacations, comp time, and emergency leave.
Maintains film/video library on fire prevention and fire investigation.
Assists other division chiefs as necessary in regards to personnel administration, development of policy and preparation of written reports.
Prepares responses for open records and environmental survey requests and works with city PIO to track these requests.
Supports the departmental operations with regular and timely attendance.

Minimum of High School Diploma or GED Certification is required, an Associate's Degree in Fire Science, Law Enforcement or closely related field preferred.
Minimum of ten (10) years service in a comparable fire preventoion, fire suppression or law enforcement office.
Must possess a valid Texas C Driver's License with a good driving record. Must have an Intermediate Fire Inspector Certification, a Texas Peace Office Certification and an Intermediate Fire Investigator Certification.
- currently serving at the rank of Assistant Fire Marshal at Odessa Fire & Rescue or a comparable sized department.
*Master Arson Investigator and Master Fire Inspector is preferred and required after appointment within a reasonable time. This is dependent on current certification.
Knowledge, Skills & Abilities:
This position requires extensive knowledge of modern principles and technique of fire prevention, types of hazards and methods of eliminating hazards.
Thorough knowledge of characteristics of flammables, explosives, chemicals and similar hazardous materials.
Thorough knowledge of fire investigations and inspection methods, procedures and techniques.
Thorough knowledge of applicable International Fire Codes and NFPA standards.
Knowledge of principles and practices of supervision, training and personnel management.
Knowledge of department policies and procedures, budgeting procedures and techniques.
Administrative principles, methods, practices and techniques.
