Position Overview

The Criminal Intelligence Analyst conducts professional level criminal statistical and analytical research, analysis, and reporting.

Position Qualifications

Minimum education and/or experience:

Bachelor's degree in Criminal Justice, Law/Legal Studies, Psychology, Statistics, or a closely related field; and one (1) year of related experience researching and analyzing crime-related data/information. Completed graduate level education may substitute for the experience requirement on a year-for-year basis.

Specialized training, certifications, and/or other special requirements:

Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license. Must obtain ACJIS Terminal Operator Certification within six months of hire or promotion, and maintain certification throughout the course of this assignment.

Knowledge, skills, and abilities:

Knowledge of:

Analytical techniques normally employed in the development and dissemination of criminal information and intelligence.

Research, investigation and analytical practices employed in the acquisition and dissemination of criminal information and intelligence.

Principles and techniques of inductive and deductive reasoning.

Techniques required to produce intelligence reports in an appropriate format, link charts, association matrices, intelligence bulletins, other specialized reports and graphic presentations.

Business English, spelling, grammar and punctuation required to produce complex written documents.

Investigative process in order to determine the data and analysis needed for support.

Records management systems (automated and manual).

Operational analysis and decision-making techniques for resource allocation and organizational effectiveness.

Team concepts, including: team building, leadership, participation and group problem solving techniques.

Modern office practices, procedures and equipment to perform office functions in an efficient manner.

Skilled in:

Researching, gathering, compiling, organizing, and analyzing data and information and drawing logical conclusions.

Identifying problems, analyzing alternatives, and making viable recommendations.

Systems, database, and Internet research.

Microsoft Windows Office products and other computer applications.

Written and oral communication.

Planning and executing projects.

Establishing and maintaining collaborative working relationships with diverse audiences, and interacting in an effective and tactful manner.

Editing and proofreading written materials for accuracy and adherence to policies and procedures.

Preferred education and/or experience:

Master's degree in Criminal Justice, Intelligence Studies, Forensic Psychology, Legal Studies, or a closely related field. Additional experience researching and analyzing crime-related data/information.

Preferred training, certifications and/or other special requirements:

Crime Intelligence Analysis Certification or crime analyst training from an accredited organization such as the International Association of Crime Analysts (IACA) or a college-level crime and intelligence analysis certification program.

Working conditions:

Work is performed in high volume, fast-paced environment with frequent stressful situations. Job requires long periods of sitting while completing computer activities. May require travel to and from job related locations during the course of a scheduled workday, subject to County policies regarding use of County vehicles and/or private vehicles used on County business. May require ability to lift (floor to waist), push, pull, or carry up to 20 pounds. May require on-call/over-time availability to provide response to after-hour inquires and notification alerts. May be required to testify in court proceedings. May be required to travel to perform certain work functions.

Essential Job Tasks

Performs research via various databases, systems, and platforms to locate information in support of criminal prosecutions and in response to requests for information from Maricopa County Attorney's Office (MCAO) Deputy County Attorneys (DCA), MCAO detectives, and/or external law enforcement agencies.

Coordinates with MCAO DCAs to develop crime strategies to target and reduce crime within problem area(s) through research on emerging crime trends and issues within regional areas and/or specific violations (i.e. gangs, drugs, etc.); participates in the compilation of strategic reports outlining criminal threat(s).

Uses knowledge of basic research methods, descriptive statistics, and logic and reasoning to analyze research findings and/or data and draw conclusions.

Relays results via written products such as reports (workups, Briefing Books), presentations, weekly/monthly briefings, presentations, bulletins, etc.; uses tables, charts, maps, graphs, and other visuals.

Prepares and provides verbal presentations to MCAO staff, County entities, external agencies, and the general public to include case studies, crime trend briefings, training seminars, and/or prevention presentations.

Participates in MCAO staff meetings, law enforcement briefings, intelligence sharing forums, and citizen/community meetings to gather and provide information related to crime patterns, trends, and problem offenders within the County.

Serves as liaison to MCAO DCAs, MCAO detectives, and external law enforcement to facilitate information sharing on crime problems and prolific offenders.

Represents geo-spatial data as it pertains to crime patterns, suspect criminal history locations, and/or individual incidents using mapping software and applications.

Compiles and organizes information for network association, link analysis, and/or timeline charts.

Disseminates products and information to MCAO DCAs and law enforcement through approved information-sharing channels.

Monitors, maintains, updates, and purges section information and files stored internally and on shared platforms (i.e. SmartForce/SharePoint).

Provides peer review of section products for quality and compliance to standards.

Assists Crime Strategies Supervisor with maintenance and improvement of MCAO and section systems as needed.

Remains current on crime and intelligence analysis topics, issues, and trends through various sources (e.g., crime and intelligence associations' list-serves and publications, informational bulletins, newspapers, etc.), training courses, and organizational meetings.

May direct and train various personnel (e.g., analysts, interns, co-workers, other law enforcement agency personnel, Civilian reserves, National Guard, etc.) to guide, manage and control work product.

Assists with special projects as assigned.

Selection Procedure

The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. Those selected will be assessed based on evaluation of listed education and experience. The hiring authority will interview and select the successful candidate from a list provided by Human Resources.

All offers of employment made to new hires and rehires at Maricopa County are contingent upon successful completion of a post-offer, pre-employment thorough background investigation. A background investigation is conducted on a current employee who changes to a Safety Sensitive Position or one having the potential for serious adverse impact on the integrity or efficiency of the County. These requirements do not pertain to employees of elected officials who undergo background investigation processes administered through their respective offices.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances
