This requirement provides instruction to the Joint Counterintelligence Training Activity in support of the Advanced Foreign Counterintelligence Operations Course (AFCIOC) and Advanced Operations Seminar. Instructors perform a vital role in support of the Counterintelligence Community, providing DoD credential agents with the knowledge and skills essential for conducting Offensive Foreign Counterintelligence Operations (OFCO). This course meets USD (I) mandated training certification requirements to be an OFCO Case Officer, thereby being capable of planning, developing, and executing OFCOs in accordance with DoD instruction S-5240.09, OFCO. This course consists of classroom and practical exercises that frequently exceed 8 hour days, requiring work after hours and weekends, as well as travel.
Duties and Responsibilities
Will perform as the Advanced Foreign Counterintelligence Operations Course (AFCIOC) and Advanced Operations Seminar Instructor
Instruct, evaluate and counsel students in the subtle and difficult concepts of the subject matter
Use Instructional System Design (ISD) process to assist in the analysis, objective writing, evaluation, design, development, facilitation techniques and maintenance of course materials, lesson plans, and practical exercises
Engage in research and analysis to maintain subject matter currency and relevancy to contribute to the updating of course materials and documentation
Conduct training needs assessments and participate in course evaluations to measure the extent to which the training improved student's knowledge and performance on the job
Evaluate student performance using verbal and written formats in accordance with established course standards and procedures
Identify areas of material, methods, aids used or other elements of the training process in need of revision based on formal or informal student evaluations
Plan and develop internal strategies and participate in meetings to provide advice and assistance to resolve problems as needed
Maintain contact with subject matter experts in order to anticipate changes that may affect training materials
Represent the organization at training conferences and meetings at the direction and approval of the Government
Lead or participate in practical field exercises
Knowledge, Skills and Abilities
Able to communicate effectively orally and in writing and shall be able to speak clearly enough to instruct, evaluate and counsel students in the subtle and difficult concepts of the subject matter
Expert knowledge of threat country Foreign Intelligence Entitiesâ (FIE) methodologies and tactics, techniques, and procedures (TTPs)
Experience conducting OFCO at the Senior Level
Performance as an OFCO Case Officer with experience conducting the full operational cycle
Able to walk up to six miles cross-country over varying terrain in urban and rural environments to include conditions of extreme heat, rain, or snow
Experience engaging in research and analysis to maintain subject matter currency and relevancy to contribute to the updating of course materials and documentation
The selected individual must be able to successfully pass a background and drug screening as a condition of employment.Â The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Clearance level requirement may be subject to change at the governmentâs discretion. In this event, you will be required to obtain and maintain a required Top Secret with Sensitive Compartmented Information (TS/SCI) Clearance for the duration of your employment. A valid Counterintelligence Polygraph also preferred. Incumbent may be selected at a higher or lower clearance level as specified by any change made by the Government.

Educational / Work Experience
Must be a graduate from an accredited CI Special Agent credentialing schoolÂ Â
Must be a graduate of the Joint Counterintelligence Training Academy's (JCITA) Advanced Foreign CI Operations Course (AFCIOC) or a legacy training course offered by the Military Departments including Army Advanced Foreign Counterintelligence Training Course (AFCITC), the Air Force Counterespionage Case Officerâs Course, or the Navy Counterespionage Operations Course
Must have a minimum of seven (7) yearsâ experience conducting OFCO at the Senior Level
Must have served as an OFCO Case Officer with experience conducting the full operational cycle
Possess a valid state driver's license
Must be badged and credentialed as a CI Special Agent
