Job Summary

Perform duties to protect life and property within the city. Maintains law and order and respond to emergency calls. May patrol the city enforcing the criminal and traffic laws of the city, state and nation. Performs background investigations, or perform training duties.

Lateral Police Officer must have a minimum of one year of satisfactory full-time employment as a sworn officer in a Municipal, County or State Police Department within the State of California. Possession of a valid California Basic P.O.S.T. certificate is required. Must be a United States Citizen.

Major Duties

* Walks or operates an automobile or motorcycle to patrol an assigned area to prevent crime and enforce laws and ordinances.
* Responds to radio messages or telephone instructions and appears at scenes of accidents, disturbances or crimes.
* Notes and reports traffic hazards and other hazardous or potentially hazardous conditions/situations.
* Investigates and prepares reports on accidents, criminal and civil offenses, and damages to property.
* Makes arrests, issues citations, directs traffic, controls crowds and protects dignitaries.
* Gives directions to, answers questions from, and assists the public.
* Speaks to business groups, neighborhood watch groups, schools and other community groups about crime prevention, drug awareness and safety.
* Conducts security and alarm surveys of residential and business properties.
* Transports prisoners and appears in court on and off duty as the arresting officer or investigating officer.
* Detains and interrogates persons whose actions are suspicious including persons suspected of driving under the influence of alcohol or drugs.
* Handles police canines in narcotic detections, searching for hidden suspects and patrol of high crime areas. Trains, grooms, and feeds canines.
* Participates or instructs training exercises including crowd and riot control, repelling, dignitary protection, covert movement, hostage rescue, high risk warrant service, building entry and clearing, baton techniques, handcuffing, search techniques, etc.
* Maintains vehicle and equipment.
* Designs, prepares and instructs classes in Police Role in Government and D.A.R.E. (Drug Abuse Resistance Education).
* Trains, supervises and evaluates new officers in the field.
* Keeps abreast of current case law in assigned area.
* Performs other related work as assigned.

When assigned as Detective or Accident Investigator:

* Investigates criminal cases, collects and preserves evidence and interrogates witnesses, suspects and prisoners.
* Reviews files, communications and general police bulletins for leads and possible suspect identification.
* Documents all aspects of a criminal investigation.
* Prepares cases for filing or rejection with the District Attorney's office.
* Testifies in court about the investigation, methods used and results.
* Maintains contact with other law enforcement agencies to exchange information about known criminals, current crime trends, etc.
* Conducts searches, seizes contraband, and arrests suspects.
* Prepares and serves warrants.
* Conducts surveillance of suspected criminal activities and persons suspected of crimes.
* Coordinates return/retention of property/evidence to arrestees and victims.
* Investigates nightclub and private club permit applications.
* Coordinates court appearances of witnesses, victims and experts.
* Keeps abreast of current case law in specialty area.
* Performs other related work as assigned.

When assigned as a Background Investigator or Administrative Training Officer:

* Investigates the background of sworn and civilian police personnel.
* Coordinates the Police Cadet program: recruits possible candidates at college campuses, reviews applications, conducts oral interviews, schedules and assigns cadets to sections, completes time cards, issues and reviews evaluations, disciplines cadets as needed.
* Maintains files and statistics for the personnel and training section including monthly reports, equipment issued, physical fitness scores, police personnel background records, individual officer's training, test results, etc.
* Operates a polygraph instrument and interviews/interrogates examinees. Calibrates the instrument.
* Administers and proctors tests including civil service entry level police officer test, entry-level agility test, written psychological test, etc.
* Conducts oral interviews for civilian personnel positions, scores interviews and places applicants on eligibility list.
* Coordinates the orientation of new police personnel with Human Resources and within the department. Trains new departmental personnel.
* Develops and updates recruitment and training manuals.
* Writes departmental reports, letters, correspondence, etc.
* Recruits police personnel.
* Makes travel and lodging arrangements for police personnel attending training seminars.
* Coordinates the police reserve program: monitors and logs the number of hours worked by police reserves; and updates training requirements for the reserves.
* Issues safety equipment to new police officers and replaces used equipment as needed.
* Performs general office duties including answering the telephone, filing, sorting mail, typing, etc.
* Performs related duties as assigned

Minimum Qualifications

Associate's degree or completion of at least 45 college units at the time of testing and the commitment to complete an Associate degree or 60 units during probation. The Associate degree or 60 units requirement must be met before permanent status may be attained. This probationary period will not be extended to provide additional time to meet this qualification.

Basic Police Peace Officer Standards and Training (POST) certificate required for Lateral entry candidates only.

Possession of an appropriate valid California Driver's License.

California Basic P.O.S.T. Certificate.

Minimum 21 years of age at the first step of the background investigation and prior to the release of the background investigation packet.

Must be a citizen of the United States of America at the time of application.
