Responsibilities
This position is located at the Jesse Brown Veteran Affairs Center (JBVAMC), Chicago, Illinois. JBVAMC is one of the most visible and dynamic facilities that provide a spectrum of medical and mental health services. The incumbent serves as the Administrative Officer for Training with police services and reports to the Supervisor Police Trainer. The primary purpose of the position is to assist the Supervisor Police Trainer in the formulation and issuance of training and the training policies related to police operations as directed in VA Directives 0730, 0730-5 and 0720. The incumbent will assist in managing, directing, and coordinating the law enforcement education and training program in accordance with the Law Enforcement Training Center (LETC).
Teaches advance and technical subjects compared to the technical learning environment equivalent to the associate and bachelor degree level.
Teaches combine structural courses based on law enforcement related material mandated by LETC.
Trains all police officers in accordance with VA Handbook 0730, LETC Training Units, Medical Center Policy and VA Handbook 0720.
Oversees and trains all staff in the basic life support and active shooter programs.
Researches, develops, maintains, and updates course material for the security and law enforcement courses.
Responsible for the daily operation and monitoring of the firearm program.
Performs the full range of law enforcement and investigative functions.
Initiates, plans, conducts, and supervises investigations relating to allegations or suspected violations of Federal, State, or local laws and VA regulations.
Apply for and serve warrants of arrest, searches, and seizures.
Observes all activities occurring in the JBVAMC facilities and is constantly alert to acts of suspicious nature.

Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
* Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
REQUIREMENTS FOR POLICE OFFICER POSITION:
New VA Police Officers are required to successfully complete the in-residence (320 hour) 8 week Basic Police Officer Course in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.
Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification with the agency-approved firearm as condition of gaining and continuing employment as a Police Officer.
Officers must also successfully complete physical and psychological examinations prior to entering on duty and annually thereafter as a condition of continued employment. Applicants must possess a valid State license, have a safe driving record and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants selected for this position must be proficient in the English language in accordance with Public Law 94-102 dated November 23, 1977. An individual who is convicted of a domestic violence charge cannot be authorized to own, be issued, purchase, or otherwise have possession of a handgun under the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922). A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. This is a testing designated position. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with the VA. Applicants MUST have arresting authority - presently or in the past.

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The work requires regular and recurring physical exertion, long hours of standing, walking, driving and similar activities. The incumbent must respond to alarms, pursue suspects, participate in training activities, climb stairs and walk during assigned foot patrols in and around large building, campus, and other physical settings. Agility, dexterity and strength are needed to pursue, apprehend and detain uncooperative suspects. On a regular and recurring basis the work requires strenuous exertion physically restraining disorderly individuals to prevent harm to others or the individual.
Incumbents must be physically able to lift or carry injured or hurt persons, evacuate persons to safety during storms, disasters, fires or other emergencies.
The incumbent is expected to maintain a high standard of physical fitness and hand and eye coordination in order to maintain his or her semi-annual qualification with his or her assigned firearm and annual qualification with his or her assigned departmental issued intermediate weapons. Strenuous physical exertion is also required during many required and recurring training activities such as those related to weapons training, Active threat Response training and Ground Defense and Recovery training.
