The Office of the Philadelphia City Controller is the independent watchdog agency of the City of Philadelphia that strives to promote honest, efficient, effective, and fully accountable city government. We address this mission by: providing timely and objective analysis on the availability of funds for all city contracts; preventing inappropriate spending of public funds; and providing objective, timely, and relevant information to city officials, the public, and other interested parties about financial operations of the city, and on ways to improve city operations and the use of public resources.

Job Description

An Investigator in the Controller's Office Investigations Division is expected to work at a high level conducting investigations into allegations of fraud, waste and abuse committed by City employees, officials, citizens and business entities against the City of Philadelphia.

Essential Functions:

A Controller Investigator is responsible for performing a full range of investigative assignments including complex, time sensitive and confidential investigations. Controller Investigators are expected to balance and prioritize a varied case load under the direction of the Deputy Controller of Investigations.

Conduct objective, fair, thorough, unbiased and timely investigations into allegations of fraud, waste and abuse in a confidential manner

Responsible for determining the priority and scope of the investigation including developing a plan of action for all phases of the investigation

Gather and review administrative records and reports, financial records and legal documents

Interview employees, managers, executives, contractors, vendors, citizens and public officials to determine and analyze facts to conclude whether City or departmental policies have been followed or violated

Interview witnesses and suspects to obtain information, evidence, admissions or leads

Conduct surveillance of individuals or locations when appropriate

Collect and preserve evidence

Ensures sensitive employee information is maintained with the highest level of confidentiality

Evaluate information and evidence as well as determine the credibility and reliability of employees, individuals, and private entities conducting business with the City in order to resolve investigation

Maintains persistence in obtaining case information not readily available with an eye for details

Prepare weekly updates highlighting investigative action and status

Maintain internal transparent communication regarding assignments through one on one and unit meetings

Synthesize and analyze the fact patterns of the information collected during the investigation and produce a professional report with recommendations

Prepare detailed final reports of investigations setting forth allegations, findings, evidence and recommendations. Reports must be thorough and contain all pertinent information for the case

Prepare formal presentations of findings and final reports, and summarize to various audiences

Appear at departmental administrative hearings as well as the Civil Service Commission and present investigative findings

Appear in court as a government witness to present testimony and evidence

Qualifications

Completion of a bachelor's degree program at an accredited college or university in Criminal Justice, Psychology, or other related fields preferred;

Minimum of 5 years of relevant experience in investigative work including experience in criminal investigations, background investigations, suspect business practices or insurance casualty claims;

Spanish language skills preferred;

Must have a valid Pennsylvania Driver's license

Competencies, Knowledge, Skills and Abilities

Knowledge, application and interpretation of the specific laws and regulations relating to the investigative jurisdiction of the City Controller, as well as the functions and jurisdictions of other federal, state and local agencies

Knowledge of the rules of evidence

Familiar with the objectives of various types of investigations

Knowledge of Investigative and interviewing methods and techniques

Honest, ethical and discreet

Demonstrable analytical skills

Plans and prioritizes effectively- accurately scopes out length and difficulty of tasks and projects, sets objectives and goals, measures performance against goals, evaluates results

Can orchestrate multiple activities at once, uses resources effectively and efficiently

Self-starter with ability to work independently and in groups

Relates well to all kinds of people, uses diplomacy and tact, builds constructive relationships

Excellent communication and writing skills

Can handle specialized investigative devices and equipment

Proficient with use of common personal computer software, such as Word, Excel, Access and PowerPoint

Successful candidate must be a City of Philadelphia resident within six months of hire.
